Herrera advises COA to monitor telecom funds closely


House Deputy Minority Leader and Bagong Henerasyon party-list Rep. Bernadette Herrera has raised concerns about the management of Spectrum User Fees (SUF) and called on the Commission on Audit (COA) to closely monitor these earmarked revenues. The SUF, which amounts to approximately P9 billion annually, is collected from telecommunications companies for the use of radio frequencies and is intended to enhance the country’s telecommunications infrastructure and improve internet services.

During the recent deliberation of COA’s proposed 2025 budget, Herrera sought clarification on the audit being conducted on earmarked revenues, specifically the SUF, and the legality of redirecting these funds for purposes other than those specified by law. She expressed worry that despite being earmarked for specific purposes, the actual cash from SUF revenues could be diverted to other government expenditures, potentially delaying much-needed improvements to the country’s internet services.

Herrera’s concerns were echoed by COA Chairman Gamaliel Cordoba, who confirmed that SUF revenues are indeed subjected to audit and should be used exclusively for their intended purposes, as mandated by law. However, Herrera pointed out a potential loophole in the management of earmarked funds, where funds may be earmarked in accounting records but used for other purposes in reality.

The need for greater transparency and accountability in the management of earmarked funds was emphasized by Herrera, who highlighted the importance of ensuring that SUF revenues are not being misused and are actually being reinvested back into the country’s telecommunications infrastructure. With the increasing reliance on digital platforms for education, work, and daily communication, it is crucial that these funds are utilized effectively to improve internet services for the benefit of the Filipino people.

In response to Herrera’s concerns, the COA assured the House that its audits include a review of both the allocation and actual disbursement of earmarked revenues to ensure compliance with the law. This commitment to oversight and accountability is essential in safeguarding the proper use of earmarked funds and ensuring that they are utilized for their intended purposes.
